Abuse of security agencies has been common in most autocratic governments. Most countries all over the world are looking for ways to transform the military, police, militias, intelligence agencies, and tribal forces into a security service that is accountable and democratic. The transition might be a complicated process, and the security sector reform provides a guide for emerging democracies on how to conduct the reform successfully. The compilation has a lot of contents that have been outlined by using several countries globally as case studies to provide advanced solutions. Some countries that have been analyzed include chile, Indonesia, and Ghana.
The security sector reform is made up of three sectors, which concentered on conflicts, military dictatorship and police states. The chapters discuss the analysis found in conflicting countries and give the key elements that are needed to make a reform to emerging democracies continually. The studies were compiled by Zoltan Barany, a professor at the University of Texas, Sumit Bisayra, Richard Stacey and Sujit Choudhry.
Sujit Choudhry is a recognized international constitution adviser. He is well known for comparing constitutional laws and politics. He has been an advisor to the building of constitutions in Nepal, South Africa, Tunisia, Egypt, Ukraine, among many countries. He conducts extensive field research, and in combination with his vast experience, he advises on the best way forward.
Professor Sujit Choudhry founded the center for constitution transition, and since its existence, it has conducted research projects to help in constitution building by giving policy options with backed up evidence. It has multiple international partners, including universities and NGOs. Mr. Choudhry is also a consultant to the united nations development program and the world bank.
Mr. Sujit holds law degrees from Toronto, oxford, and Harvard and served as a law clerk to the chief justices in the Court of Canada. He was also a Rhodes scholar.
